The CIA’s international “War on Terror” tactics have allegedly gone domestic.

After a lengthy investigation, The Guardian US issued a report claiming the Chicago police department has allegedly been operating an “off-the-books” interrogation site, a black site, akin to the kind the CIA has been accused of operating in foreign countries.

At the CIA’s controversial “black sites” detainees were indefinitely held outside of the law, without contact to their families, legal counsel or their respective governments. Things reportedly aren’t that much different at the Chicago PD’s alleged black site, where officers are accused of denying the constitutional rights of many.

It’s called Homan Square and it’s located on Chicago’s west side. There, The Guardian claims police work is done in secret by special units who illegally detain arrestees, never logging them into official booking databases. There police allegedly deny arrestees access to legal counsel; illegally hold them — some as young as 15 — for between 12 an 24 hours; shackle some for long periods of time; and even physically assault them. The Guardian reports one man held at Homan was found “unresponsive” in Homan’s “interview room” and died.

Nobody taken to Homan Square is booked, Ackerman reports. “It’s sort of an open secret among attorneys that regularly make police station visits, this place—if you can’t find a client in the system, odds are they’re there,” said Julia Bartmes, a Chicago laywer. Reportedly, lawyers who come to Homan Square looking for their clients are often turned away.

“They just disappear,” criminal defense attorney Anthony Hill said, “until they show up at a district for charging or are just released back out on the street.” Homan Square is “a place of interrogation off the books,” Hill said.

The site is described by The Guardian as “a nondescript warehouse.” For their report they interviewed local attorneys and a protester who spent a large portion of a day “shackled” in Homan Square.
